In a poll conducted by the Canadian Medical Association, nearly half of Canadians have used telehealth services since the start of the pandemic. Additionally, in a recent McAfee study, we found that 21% of Canadians have used the internet for a doctor visit in 2020, and 28% said that such online visits will become a part of their routine moving forward Telehealth, or virtual care. This includes clinical services delivered remotely via electronic communications, such as videoconferencing, mobile apps and remote patient monitoring technology. Many of us have readily accepted these medical services out of necessity, as COVID have limited in-person hospital visits.

Hackers are taking advantage of the rise in virtual health services and exploiting their vulnerabilities to steal sensitive medical records. These vulnerabilities are the result of bigger issues stemming from obscure patient health information regulations and health care system budgetary constraints.

Understanding the risks associated with telehealth is the first step to securing your online safety during your virtual doctor’s visits.

Why Cybercriminals Target Health Care

At the onset of the pandemic, the number of reported Canadian cyberattacks jumped 50% from Q4 2019 to Q1 2020. Health care is one of the most targeted industries for cyberattacks. One attack even compromised the organization that manages Ontario’s medical records. Health care is such a highly targeted industry because it holds a wealth of information that fetches a high price on the dark web. Experts say medical records are more valuable than credit card details due to the amount of vital information stored in them, such as birth dates and patient ID numbers. Hackers can then hold this information for ransom or use it to steal your identity. Further, cybercriminals see health care institutions as easy targets. Canadian health care IT departments have insufficient budgets and are ill-prepared to handle the rising threats.

Canada also does not have federal guidelines governing virtual care and patient health information. Rather, health care providers and virtual care platforms are limited to the broad guidelines outlined by the Personal Information Protection and Electronic Documents Act (PIPEDA). As these are not digital security specific purpose defined guidelines and requirements, it makes it more difficult for health care providers and telehealth companies to protect patient data.

Telehealth Risks

Telehealth makes care accessible to everyone; unfortunately, if you’re not careful, telehealth also opens the door for hackers. Hackers can infiltrate the technology used for online doctor’s appointments, because video conferencing technologies have several security flaws. From there, hackers can disrupt calls, eavesdrop and steal your private health information.

The advent of telehealth services has also prompted an increase in emails. Since patients may be expecting emails from their doctor, they may let their guard down and fall victim to phishers posing as a health care organization.

Ask the right questions

Before heading into your next telehealth appointment, ask your health care provider the right questions to online understand what risks you may face. Ascertaining this information will help you understand what actions you need to take to mitigate the risk on your end, like staying alert for eavesdroppers or finding alternative ways to confirm personal information. Here are some questions you can ask:

  • “Do you record your sessions?”
  • “Do you share information with third parties?”
  • “How is my data being used?”
  • “What security measures does your telehealth platform implement? Does it use the highest encryption levels or employ multi-factor authentication?”

Beware of phishing

Phishing is a common tactic hackers use to access private health information and trick users into downloading malware. Beware of seemingly official emails under the guise of your health care provider asking for payment information or prompting you to take immediate action. If the email logo doesn’t look right, the message is poorly written, or the URL displayed doesn’t match the one that’s linked, then it’s likely a phishing scam.

Contact your health care provider before verifying sensitive information online, such as payment details or document transfer methods, to avoid falling victim to phishing. We recommend logging into your healthcare provider’s official website or app to confirm pertinent healthcare information as well. If you accidentally reply to a phishing email, perform a full malware scan on your device to ensure your private information remains secure.

Keep medical apps up to date

It’s important to keep telehealth applications up to date to benefit from the latest bug fixes and security patches. This includes apps belonging to your IoT devices, such as glucose monitors, blood pressure monitors or other network-enabled diagnostic devices. These devices represent more entry points that hackers can infiltrate, making it especially critical to keep them up to date and close any security loopholes.

Elevate your authentication methods

Myth 1: Antivirus Software Slows Down Your Device

There is a common belief that Apple products are protected against viruses because cybercriminals often target Windows and Android operating systems. No, I Did Not Hack Your MS Exchange Server

New data suggests someone has compromised more than 21,000 Microsoft Exchange Server email systems worldwide and infected them with malware that invokes both KrebsOnSecurity and Yours Truly by name.

Let’s just get this out of the way right now: It wasn’t me.

The Shadowserver Foundation, a nonprofit that helps network owners identify and fix security threats, says it has found 21,248 different Exchange servers which appear to be compromised by a backdoor and communicating with brian[.]krebsonsecurity[.]top (NOT a safe domain, hence the hobbling).

Shadowserver has been tracking wave after wave of attacks targeting flaws in Exchange that Microsoft addressed earlier this month in an emergency patch release. The group looks for attacks on Exchange systems using a combination of active Internet scans and “honeypots” — systems left vulnerable to attack so that defenders can study what attackers are doing to the devices and how.

David Watson, a longtime member and director of the Shadowserver Foundation Europe, says his group has been keeping a close eye on hundreds of unique variants of backdoors (a.k.a. “web shells”) that various cybercrime groups worldwide have been using to commandeer any unpatched Exchange servers. These backdoors give an attacker complete, remote control over the Exchange server (including any of the server’s emails).

On Mar. 26, Shadowserver saw an attempt to install a new type of backdoor in compromised Exchange Servers, and with each hacked host it installed the backdoor in the same place: “/owa/auth/babydraco.aspx.

“The web shell path that was dropped was new to us,” said Watson said. “We have been testing 367 known web shell paths via scanning of Exchange servers.”

OWA refers to Outlook Web Access, the Web-facing portion of on-premises Exchange servers. Shadowserver’s honeypots saw multiple hosts with the Babydraco backdoor doing the same thing: Running a Microsoft Powershell script that fetches the file “krebsonsecurity.exe” from the Internet address 159.65.136[.]128. Oddly, none of the several dozen antivirus tools available to scan the file at Virustotal.com currently detect it as malicious.

The Krebsonsecurity file also installs a root certificate, modifies the system registry, and tells Windows Defender not to scan the file. Watson said the Krebsonsecurity file will attempt to open up an encrypted connection between the Exchange server and the above-mentioned IP address, and send a small amount of traffic to it each minute.

Shadowserver found more than 21,000 Exchange Server systems that had the Babydraco backdoor installed. But Watson said they don’t know how many of those systems also ran the secondary download from the rogue Krebsonsecurity domain.

“Despite the abuse, this is potentially a good opportunity to highlight how vulnerable/compromised MS Exchange servers are being exploited in the wild right now, and hopefully help get the message out to victims that they need to sign up our free daily network reports,” Watson said.

There are hundreds of thousands of Exchange Server systems worldwide that were vulnerable to attack (Microsoft suggests the number is about 400,000), and most of those have been patched over the last few weeks. However, there are still tens of thousands of vulnerable Exchange servers exposed online. On Mar. 25, Shadowserver tweeted that it was tracking 73,927 unique active webshell paths across 13,803 IP addresses.

Exchange Server users that haven’t yet patched against the four flaws Microsoft fixed earlier this month can get immediate protection by deploying Microsoft’s “One-Click On-Premises Mitigation Tool.”

The motivations of the cybercriminals behind the Krebonsecurity dot top domain are unclear, but the domain itself has a recent association with other cybercrime activity — and with harassing this author. I first heard about the domain in December 2020, when a reader told me how his entire network had been hijacked by a cryptocurrency mining botnet that called home to it.

“This morning, I noticed a fan making excessive noise on a server in my homelab,” the reader said. “I didn’t think much of it at the time, but after a thorough cleaning and test, it still was noisy. After I was done with some work-related things, I checked up on it – and found that a cryptominer had been dropped on my box, pointing to XXX-XX-XXX.krebsonsecurity.top’. In all, this has infected all three linux boxes on my network.”

What was the subdomain I X’d out of his message? Just my Social Security number. I’d been doxed via DNS.

This is hardly the first time malware or malcontents have abused my name, likeness and website trademarks as a cybercrime meme, for harassment, or just to besmirch my reputation. Here are a few of the more notable examples, although all of those events are almost a decade old. That same list today would be pages long.

Phished Healthcare Provider Takes Legal Action Against Amazon

An American healthcare provider whose data was allegedly exfiltrated to an Amazon storage account by a cyber-attacker has taken legal action against Amazon. 

As many as 85,688 patient and employee records were compromised last week when a threat actor seemingly based in Ukraine struck SalusCare, the largest provider of behavioral healthcare services in Southwest Florida.

The attacker is believed to have gained access to SalusCare’s Microsoft 365 environment after an employee clicked a malicious link in a phishing email. The action allegedly triggered malware to exfiltrate SalusCare’s entire database to two Amazon S3 storage buckets linked to the same Amazon AWS storage account.

After being notified of the alleged illegal activity, Amazon froze access to the two S3 buckets believed to have been used in the attack. 

SalusCare requested access to the audit logs of the buckets as part of its investigation to determine precisely what data had been breached by the threat actor. However, Amazon refused to supply an audit log or a copy of the data stored in the S3 buckets as they do not belong to SalusCare.

The healthcare provider responded to Amazon’s refusal by filing a lawsuit in federal court on Wednesday seeking for Amazon to be compelled to provide SalusCare with the audit logs and a copy of the contents of the two S3 buckets.

In the lawsuit, SalusCare also sought for Amazon to be ordered to permanently suspend the alleged attacker’s access to the two S3 buckets allegedly containing the healthcare provider’s swiped data. 

In its petition to the US District Court in Fort Myers, SalusCare argued that the sensitive data believed to have been stolen in the attack and stored in the buckets could be sold on the dark net and used to commit identity theft.

“The files contain extremely personal and sensitive records of patients’ psychiatric and addiction counseling and treatment,” explained SalusCare. “The files also contain sensitive financial information such as social security numbers and credit card numbers of SalusCare patients and employees.”

NGA Picks Four States for Academy on Cybersecurity Policy

NGA Picks Four States for Academy on Cybersecurity Policy

Four states have been chosen by the National Governors Association (NGA) for its 2021 Policy Academy to Advance Whole-of-State Cybersecurity. 

Kansas, Missouri, Montana, and Washington have all been selected by the NGA Center for Best Practices to work directly with the NGA on cybersecurity governance, workforce development, and government partnership policies. 

“Representatives of the four states will convene in-state workshops to create action plans for strengthening state cybersecurity; participate in regularly scheduled convenings with NGA staff on their progress and plans; and build relationships with and learn from peers in other states facing similar challenges,” said a spokesperson for the NGA.

The new academy will run until January 2022. During its operation, Kansas and Missouri will focus on cyber-governance, while Montana tackles cybersecurity workforce development and Washington takes on state–local government partnerships in cybersecurity.

“We’re honored to be chosen to collaborate with NGA for this prestigious academy,” said Kansas governor Laura Kelly.

“With rapid changes in technology and increasing cyber threats—it’s critical that Kansas is prepared to lead and do what we can to keep our systems and our state safe. Strong cybersecurity means a stronger infrastructure—and that is key to keep Kansas on the path forward.”

Washington governor Jay Inslee said: “As a leader in the innovation economy, Washington state recognizes its future is not just based on new digital technologies, but also trust in robust cybersecurity and strong collaboration between all levels of government.”

To help state governors confront such threats and beef up their defenses, the NGA Center created the Resource Center for State Cybersecurity in 2012.

The number of states selected for this year’s Policy Academy is significantly lower than in the previous two years. In 2019, Arizona, Hawaii, Idaho, Minnesota, Nevada, and Virginia were chosen while in 2020, the Academy worked with Colorado, Michigan, Mississippi, New York, Oregon, Pennsylvania, and Tennessee.

“Cybersecurity remains a constant concern for governors and other elected officials, policymakers, business leaders and citizens,” said the NGA. 

“Criminals and foreign adversaries continue to exploit software vulnerabilities and human error to steal confidential data, disrupt critical services, and endanger the public welfare.”

FBI Issues Mamba Alert

The Federal Bureau of Investigation has issued a flash alert to Americans highlighting the dangers of Mamba ransomware.

According to the Bureau, Mamba has been deployed against local governments, public transportation agencies, legal services, technology services, and industrial, commercial, manufacturing, and construction businesses.

The ransomware works by weaponizing an open source full-disk encryption software called DiskCryptor. By encrypting an entire drive, including the operating system, the software restricts victim access. 

“DiskCryptor is not inherently malicious but has been weaponized,” said the FBI in the alert issued March 23.

“Once encrypted, the system displays a ransom note including the actor’s email address, ransomware file name, the host system name, and a place to enter the decryption key.”

Mamba ransomware victims are instructed to contact their attacker’s email address and make a payment in exchange for a key that will decrypt their drive. 

According to the FBI, there is a way for fast-acting victims to recover their files without putting a dent in their bank balance.

“The encryption key and the shutdown time variable are saved to the configuration file (myConf.txt) and is readable until the second restart about two hours later which concludes the encryption and displays the ransom note,” said the FBI.

“If any of the DiskCryptor files are detected, attempts should be made to determine if the myConf.txt is still accessible. If so, then the password can be recovered without paying the ransom. This opportunity is limited to the point in which the system reboots for the second time.”

The warning was issued in conjunction with a number of recommended mitigations that included implementing network segmentation and requiring administrator credentials to install software. 

Users were advised to regularly back up data, air gap, and password protect backup copies offline and to “ensure copies of critical data are not accessible for modification or deletion from the system where the data resides.”

Paying ransoms is not encouraged by the FBI, which warns that acquiescing to threat actors’ demands will not guarantee that files will be recovered. 

“It may also embolden adversaries to target additional organizations, encourage other criminal actors to engage in the distribution of ransomware, and/or fund illicit activities,” said the Bureau.

UK Security Chief: CEOs Must Get Closer to Their CISOs

Company leaders should be as close to their chief information security officers (CISOs) as their general counsel or finance directors, the head of the National Cyber Security Centre (NCSC) will argue today.

In her first public speaking engagement, NCSC CEO Lindy Cameron, will tell a virtual audience at Queen’s College Belfast this morning that security must be given more attention in the boardroom.

“Cybersecurity is still not taken as seriously as it should be, and simply is not embedded in UK boardrooms. The pace of change is no excuse — in boardrooms, digital literacy is as non-negotiable as financial or legal literacy,” she will argue.

“Our CEOs should be as close to their CISO as their finance director and general counsel, and we want to help them to develop this knowledge, as we’re all too aware that cyber-skills are not yet fundamental to our education — even though these are life skills like wiring a plug or changing a tyre as well as skills for the future digital economy.”

Cameron’s words are backed by recent Trend Micro-sponsored research from analyst firm Enterprise Strategy Group (ESG), which revealed that only 23% of Western European and North American organizations prioritize the alignment of security with key business initiatives.

Some 44% of respondents said their board has limited involvement in many critical cybersecurity operations, meaning it is only prepared to fund the bare minimum.

The analyst urged firms to create a new role of business information security officer (BISO) to better align board and cybersecurity priorities.

The NCSC’s Cameron was appointed in July 2020 after a career spanning two decades in national security policy and crisis management. Her predecessor Ciaran Martin had been CEO since the center was spun out of spy agency GCHQ in 2016.

She will report to GCHQ director, Jeremy Fleming.
